一、综合管理室职责
根据上级部门防台抗汛及厂抗台防汛小组要求，启动抗台防汛应急预案，并做好以下工作程序：
（一）台风前
1、接到上级通知后，向各级转达台风信息，做好各室班组抗台防汛值班表，安排1人在中控室配合值班。
2、根据天气动态，提前拟好抗台防汛通知书，及时下发到各室、班组。
3、检查应急物品的缺失情况，及时补充、购买；并指定场所存放。
4、检查办公室门窗关闭是否严实。
5、密切关注天气预报、及时掌握天气动态信息。
6、收集上级抗台防汛动态通知，及时做好上传下达的各项工作任务。
7、收集好各室班组汇报的防台抗汛信息，汇总中控室123信息平台。
8、综合室值班员每天十二点前汇总、上报抗台防汛检查工作与存在问题处理情况。
（二）台风后
1、检查道路、树木、围墙等厂区情况及安全保卫情况。
2、接上级通知，通知各室部门解除抗台防汛应急预案。
3、督促落实台风影响后的各项整改工作。
4、汇报整改落实情况。
二、生产管理室职责
（一）生产室：
1、台风前：
（1）下传台风信息，要求各班组启动台风应急预案。
（2）检查各班组应急物资是否准备到位。
（3）检查各班组是否按要求做好安全检查。
2、台风中
（1）每两小时电话询问所属各班组运行情况。
（2）协调处理与生产有关的各项突发事件。
（3）抽查班组台风应急工作执行情况。
（4）总结值班情况，在规定时间内报中控室抗台防汛值班人员。
3、台风后
（1）现场巡查受损情况，估价修复。
（2）总结值班情况，在规定时间内报中控室抗台防汛值班人员。

（1）密切关注厂内泵站进水水位，根据实际情况调控各泵站水量，确保莲前路会展前的井盖不冒水。
（2）当班人员保持工作电话畅通，及时将各泵站、班组上报的情况告知相关管理部门，并做好突发事件的前期处理。
（3）交接班前，接班人员路上如遇狂风、暴雨不能准时到达岗位，应立即打电话给部门领导说明情况，交班人员应根据上级安排坚守岗位不准自行离岗。
（4）交班时，交接班人员应做到“四清”，特别是：运行设备记录和安全生产情况；发现问题和处理情况；应急物品储备情况；上级通知及有关注意事项。

（2）交接班前，接班人员路上如遇狂风、暴雨不能准时到达岗位，应立即打电话给部门领导说明情况，交班人员应根据上级安排坚守岗位不准自行离岗。

（4）注意进水水泵运行情况，避免设备损坏。
（5）风力过大时禁止上池。

3、台风后

（3）配合生产管理室安排人员对受损设备进行修复。

（四）机电修职责：
1、台风前
（1）雨衣、雨鞋是否够用。
（2）检查厂内、各泵站临时无电源的安全情况。
（3）检查临时泵状态、水带、电线是否充足。
（4）应急抢修工具是否准备到位。
（4）将高杆灯降至安全位置。
2、台风中
做好值班工作，根据生产室要求在安全状态下展开维修作业。
3、台风后
（1）收集受损设备情况信息。
（2）安排人员实施受损后设备修复工作。
（3）向生产管理室反馈设备修复完成情况。
（五）车班职责：
1、检查车辆状况。
2、车辆加满油。
三、污水管线巡查
管线单位根据上级防台防汛领导小组通知后，做好如下工作：
一、台风前
1、下传台风信息，启动台风应急预案。
2、检查应急物资是否准备到位。
3、重点污水截流点在接到防台防汛通知后提前安排停止截流工作：
（1）围头泵站停机暂停截流；
（2）金湖路枋湖东路污水截流点截流口封堵；
（3）湖边水库溢洪道前埔村截流点封堵，打开截流点砂包放水；
（4）黄厝村排洪沟截流点截流口封堵；
4、泵站停止抽水影响导致污水管道外溢：
（1）龙山排洪沟（吕岭泵站停机污水流至滨北1#泵站）；
（2）白城泵站沙滩（白城泵站停机）；
5、对容易堵塞的地点巡查，及时安排疏通、垃圾清理：
（1）金尚路翠湖山庄段；
（2）金尚路海事法院段；
（3）江头西路屿浦路口；
（4）曾厝垵边防派出所门口；
（5）五通泵站周边巡查
（6）月牙堰江头泵站
6、厂外重点巡查截流点如下：
（1）龙山排洪沟截流点。
（2）湖边水库溢洪沟前埔村截流点。
（3）黄厝排洪沟截流点。
（4）金湖路排洪沟吉家家截流点。
（5）金尚路林后大湖社截流点。
（6）吕岭路忠仑公园站截流点。
（7）吕岭路蔡塘气源站东侧排洪沟截流点。

7、莲前东路会展段下雨天管内污水溢至路面，当发生污水外溢时及时到现场将井盖复位，在无法复位的井盖前放置水码、警示标示。
二、台风中
1、现场巡查，协调处理与管线有关的各项突发事件。
2、总结值班情况，在规定时间内报综合室值班人员。
三、台风后
1、现场巡查受损情况并上报修复工作并落实。
2、汇报受损设施、设备的修复情况。
四、泵站
（一）管线管理室：
1、台风前：
（1）下传台风信息，要求各泵站启动台风应急预案。
（2）各泵站自查上报应急物资准备情况，要求各泵站做好安全检查。
2、台风中
（1）电话询问所属各泵站情况。
（2）协调处理与泵站有关管线的突发事件。
（3）抽查泵站台风应急工作执行情况，上报泵站情况。
（4）总结值班情况，在规定时间内报中控室抗台防汛值班员。
3、台风后
（1）现场巡查受损情况并上报。
（2）汇报修复受损设施、设备的完成情况。
（二）各泵站
泵站当班人员根据厂防台防汛应急领导小组的统一领导，严格按照所担负的职责，认真做好相关工作。在接到防台防汛通知后，做好以下工作：
1、台风前
（1）检查雨鞋情况，应急灯是否充电、完好，以备断电时照明使用。
（2）检查进水泵状态，检查露天电控柜情况，有隐患及时处理。在台风来临前泵站要进行自查，自查情况上报管线室及综合室安全员（联系方式：5909185）：①有临时围墙的泵站要做好加固工作，如：海滨泵站临时围墙。②围墙或天花板有渗水、走廊石膏有脱落情况的提前上报，如：吕岭泵站低配室窗户围墙、浦口泵站走廊石膏。③室外控制箱门、消防灭火器门、行车控制箱门等容易被台风吹开的门要用铁丝等加固，以防止被吹坏。④室外容易被吹落的雨棚要进行加固。
（3）关闭室内门和窗，重点检查高、低压室的门、窗是否关闭严实。
2、台风中
（1）泵站当班人员当班时必须手机保持畅通，做好安全值班工作。
（2）注意巡检操作间、配电室等是否有进水现象。将送至泵站的沙包垒在低洼的门槛前，在沙包未送至泵站时可用拖把等吸水的物件封堵在门槛处，以防暴雨倒灌入室内。
（3）妥善储备厂内发放至泵站的食品、饮用水、蜡烛等应急物品。
（4）交接班前，接班人员路上如遇狂风、暴雨无法准时到达泵站，应立即打电话给部门领导说明情况，交班人员应根据上级安排坚守岗位不准自行离岗。
（5）交接时，交接人员必须做到“四交清”，特别是：
①设备运行记录和安全生产情况。
②发现的问题和处理情况。
③应急物品的储备情况。
④上级通知及有关注意事项。
接班后即代表已认可，当班人员不得以前一班人员未讲为理由推托责任。
（6）生产运行上根据调度室及生产室的调度进行调整，做好相关记录。注意观察集水井水位，发现问题及时向调度上报情况。注意进水水泵运行情况，避免设备损坏。
（7）风力过大时禁止室外操作。
3、台风后
（1）检查水泵等设备运行情况，发现问题上报调度。

第一、强化领导促落实。从思想深处高度重视防汛抗台工作，镇村两级切实加强组织领导，克服麻痹侥幸心理，积极落实各项准备工作，细化任务分工。落实工作责任，严格执行以“一把手”负总责、镇属各科室和各村分工负责的防汛抗台各项责任制和责任追究制，明确责任主体及工作职责与任务，规范工作程序和内容，牢固树立抗大洪、强大险、救大灾的忧患意识，把各项工作做实、做细、做足。
